Yes, Palettes can give you RGB values for a color. One option would be to take a photo of the envelope. Then run Palettes and bring up the color chooser. Go to the Image tab and select the photo from the camera roll. Then move the image around until the desired color is in the center of the cross hairs. Now pick the color. You can now see details about the selected color as RGB, HSV, HSL, etc.
